The international community must use its moral and practical power to help the Palestinian leadership develop honest, responsive government and peace with Israel.

... we believe that the rise of a new Palestinian leadership can be a positive turning point if—and only if—the international community takes an energetic role. We call upon the international community to seize this opportunity and work with the new Palestinian leaders to change the destructive pattern of misgovernment, extremism and anti-Israel incitement and to build a lasting peace. We urge you to:

• Declare absolutely that terrorist acts are immoral, unacceptable violations of all international law and a crime against humanity that will bring punitive measures from the international community.
• Declare that peace negotiations and "armed resistance" can never go hand in hand.
• Require that the new Palestinian leaders immediately end the incitement to kill Jews and Israelis and end the inflammatory lies about Israeli policies and actions. Peace will never come while Palestinian leadership fosters a culture of death and hate.
• Give your moral weight and practical assistance to the new Palestinian leadership so that it can disarm, rehabilitate or arrest terrorists whose continuing extremism sabotages all peace initiatives.
• Help the new Palestinian leadership develop honest, responsive government and institute financial reforms so that a viable economy emerges and foreign aid is used to help the Palestinian people instead of to murder Israelis.
• Demand that Palestinian schools teach peace, not war, and that the state of Israel be recognized in school textbooks and maps.
• Demand that the new Palestinian leadership acknowledge Israel's right to exist as a Jewish state within defensible borders, and relinquish its spurious claims on Israel.
• Exert pressure on the new Palestinian leaders to declare that peace with Israel is not a defeat, but rather a victory for both sides.
